collect_items() quadruple-call as technical debt, fill in
Retrospective.

Fix post-changeset staleness: AGENTS.md YAML→TOML reference,
add [nav]/[feed]/[sitemap] config tables to AGENTS.md example,
mark charter workstream 1 complete.
